Roadworks M1 junction 6a to 8 NORTHBOUND (& surrounds)

Highways England will be carrying out essential work to the M1 between the above locations. SOME OTHER LOCAL ROADS WILL BE AFFECTED. The work is planned to be completed over 2 weeks from Tuesday 1 June to Friday 11 June 2021 on weeknights only between 10pm and 6am.

  • Lane 1, 2 and 3 will be closed between junction 6a and 8 – Tuesday 1 June to Friday 4 June.

To carry out this phase, we need to close the M25 northbound link roads. Whilst these are closed traffic will be diverted off the M25 at junction 21a onto the A405 North Orbital Road, A414 to rejoin the M1 northbound at junction 8.

  • Lane 3 and 4 will be closed between junction 6a and 8 – Monday 7 June to Friday 11 June

No diversion route is required.

Welcome to David Meachin

We are very pleased to announce that David Meachin has been appointed to join St Michael Parish Council at our last meeting. Following our statutory notification of the casual vacancy after the resignation of Sara Craven in January, David was co-opted unanimously on 26th March. We look forward to getting to know David better as we work together, and we are also very glad that his appointment brings us back to our full complement of seven Parish Councillors.

UPDATE on Parish Councillor Vacancy

17th February 2021 – the Elections Office at St Albans District Council has confirmed that no election has been requested. The vacancy will therefore be filled in due course by co-option, in accordance with the Local Elections (Parishes and Communities) Rules 2006. If you are interested in being considered, please do get in touch.

NOTICE IS HEREBY GIVEN that a casual vacancy has arisen in the Office of Parish Councillor in the St Michael ward of the Parish of St Michael.

If by Friday 12 February 2021 (14 days* after the date of this notice), a request for an election to fill the said vacancy is made in writing to:

The Proper Officer, St Albans City and District Council, Civic Centre, St Peters Street, St Albans AL1 3JE, signed by ten electors for the said parish ward, an election will be held to fill the said vacancy.

Where ten valid requests for a by-election are received by the Proper Officer then under the provisions of the Coronavirus Act 2020 and The Local Government and Police and Crime Commissioner (Coronavirus)(Postponement of Elections and Referendums)(England and Wales) Regulations 2020 the by-election will not currently take place, and the vacancy will be held open until the by-election takes place. The 2020 regulations provide for the by-election to take place on the date for the Ordinary Election of Councillors due to be held on Thursday 6 May 2021. However, this date may be brought forward or deferred by the Government depending upon the circumstances. Any Election that is in due course called will be duly publicised as required by law.

If an election is not requested, the vacancy will be filled by St Michael Parish Council by co-option in accordance with the Local Elections (Parishes and Communities) Rules 2006.

The Chairman and other Councillors would warmly welcome enquiries from residents who may be interested in joining St Michael Parish Council through co-option, either for self-nomination or for on behalf of another individual.  Applicants will be considered at the next meeting which is due to be held 12 January 2021, by videoconference (Zoom meeting).

The vacancy has arisen following the resignation of a serving member. St Albans City and District Council was notified and a formal Notice of Vacancy was posted for fourteen (working) days between 12th July and 4th August 2020, during which time it was possible for electors in the parish to demand that an election be called.

No such request was received and the vacancy will therefore be filled by St Michael Parish Council by co-option, in accordance with the Local Elections (Parishes and Communities) Rules 2006. 

Candidates will be requested to submit a short biography or information about themselves, by way of letter or e-mail and to give a short presentation to the next meeting outlining the reasons for their application .Applicants will also be asked to confirm their eligibility to serve, based on the criteria given below.

Any person co-opted to fill the vacancy within the Parish Council must fulfil the same criteria as a person being formally nominated for a candidate at an election, that is:

  • He/she is a registered elector for the parish; or
  • has resided in the parish for the past twelve months or rented/tenanted land in the parish; or
  • had his/her principal place of work in the parish; or
  • who lives within three miles (straight line) of the parish boundary.

There are certain disqualifications – these are set out in full in the Local Government Act 1972 (see 5. 80) but the main exclusions are:

  • holding a paid office of the Parish Council;
  • bankruptcy;
  • having been sentenced to a term of imprisonment (whether suspended or not) of not less than three months, without the option of a fine during the five years preceding the election; and
  • being disqualified under any enactment relating to corrupt or illegal practices.

The Parish Council will announce after the closing date (or at the next meeting) how many applications have been received and whether a voting process needs to be invoked.  Details of that process will then be published, but in brief the existing Parish Council members would vote at a public meeting to determine the result. Please note that if a vote is needed, it is Parish Council members who would vote – it is not a public election.

St Albans City and District Council – Local Plan 2020-2036 Publication Draft 2018

In accordance with Regulation 27 of the Town and Country Planning (Local Planning) (England) Regulations 2012, as amended, this statement gives notice that St Albans City and District Council has withdrawn the Local Plan 2020-2036 Publication Draft 2018, which had been submitted to the Secretary of State on 29th March 2019.

The withdrawal was made under the provisions of Section 22 of the Planning and Compulsory Purchase Act 2004, which provides for a local planning authority to withdraw a local development document at any time up to its adoption.

This simple but effective tool can save residents money and increase comfort if the identified issues are resolved. It’s easy and free for the District’s residents to use. We run short, online introductory courses to familiarise residents before they borrow one of the 2 cameras based in St Albans and Harpenden.

Just book onto one of our free online information sessions for some basic training on using the camera and to understand what you see. Then you may book to borrow the camera.
